Restrictions on wholesale trade in wheat are relaxed, but a levy is imposed on paddy. Farmers in only three talukas of Sural in the whole of Gujarat refused to comply with the levy. The government arrested the leaders of the farmers or khe- duts on January 2. The kheduts countered with the threat that if the leaders were not released. Gujarat would be in flames.
