prepared to fend for themselves in free market conditions. The government evidently finds it beyond its capacity to make adequate procurement from domestic sources or to arrange for the needed imports from abroad to run the public distribution system on a significant enough scale to exert an influence on open market prices. The public distribution system will be limited to only selected groups, such as industrial workers, and will be fed by such supplies as the government is able to conveniently mobilise. The rest of the population will have to depend on the open market. And if, as a result, large number of people have to go without food and have to starve, that can be blamed on their low purchasing power. In political terms, the government has decided that it will try to meet the requirements of selected sections of consumers but see that producers in the industrial and agricultural sectors are kept happy.
