INDUSTRY MINISTER T A Pai's latest sally, in his breathless runnings-about, has been to sponsor a proposal to extend the concept of 'core industries' to include in it, apart from the basic industry groups, what he calls essen-tial industries, such as cement, sugar, paper, fertiliser, insecticides, textiles and drugs. In effect, what Pai is proposing is a further obliteration of the distinction between the core and the non-core spheres of the industrial sec-tor. Till now, relaxation of the provisions of the Industrial Development and Regulation Act was being talked of only for the so-called core industries. In these industries, units belonging to big industrial houses or those controlled or largely financed by foreign investors were to be allowed expansion. Now these concessions are apparently to In- extended over practically the entire industrial sector.
