From the daily reports of seizures of smuggled goods, it is clear that the level of smuggling activity has scarcely been affected by the arrest of so many supposedly key figures in the business. But only the very naive would have expected it to be otherwise, considering the close knit organisations of the gangs, For its part, the government has shown little anxiety to extend its operations to the distributive channels of the smuggled goods. Evidently, unlike the smugglers themselves, the distributive networks are sensitive spots which the government would not care to interfere with. It is here that several of the patrons of the: ruling class are deeply involved.
