The most important precondition for successful conflict-management is, as the last Arab-Israeli war showed, that the principal combatants should be in the main dependent upon the super powers for their supplies. American-Soviet diplomacy has to be geared to sorting out these problems. There is that tricky Cyprus problem. The Middle-East scene is also not tidied up yet. These are, however, problems which are bound to crop up from time to time. After all, detente does not mean that mutual suspicions or contradictions have withered away. Like the good power politician that he is, Kissinger knows well that they will not wither away till the state itself does. Brezhnev will probably agree with him that the possibility of that kind of catastrophe occurring is very remote indeed
