THE US administration will not on its own offer foodgrain to India. New Delhi is finding it embarrassing to make an overt request for such supplies. It is perhaps the Government of India which sooner or later would have to give in. An inward-looking administration in Washington could not care less whether Indira Gandhi faces domestic embarrassment in explicitly seeking food aid from the Americans. It might even conclude that the experience of such an embarrassment would make her more amenable to American advice in subsequent seasons. Before giving in, New Delhi, in its turn, might await the outcome of the exchanges with Moscow and the follow-up discussions of the External Affairs Minister in the USSR.
