The board might also call the detenu at his request. The composition of the board (three high court judges or those of similar qualification) is supposed to ensure observance of the fair-play principles of natural justice. But an opportunity of making a representation is not to be equated with an opportunity of oral hearing or hearing before a court and the procedure of judicial trial.
