Thoughtless Thought, Powerless Power Romesh Thapar THE moral conscience, if it can be so described of the Congress party has been roused in a most peculiar manner. Whether the assault is on gold and diamond "hoards" in Bombay, on fake medicines in Uttar Pradesh, or adulteration in the Capital, either the wrong persons are being cornered or almost deliberately the "small fish" are being harassed. There must be some subtle scheming in this careful emphasis of the attack. Petty corruption by petty officials? A cover-up for the operations of the Council of Ministers now surfacing solidly in Parliament? Or could it be just plain stupidity of which we seem to possess an unnecessarily large share?
