 WHO makes economic policy now, and what is the process by which it gets accepted? It is not an easy question to answer. There was a time when the honours were divided between the Planning Commission! and the Ministry of Finance. That illusion is no longer entertained, even by those involved. It must then be some trusted political colleagues, say C Subra- maniam and a few like him, who have the ear of the Prime Minister and tell her what is to be done. This view is widespread, not only among the few who are so persuaded to believe that they make policy but among a large number who claim to know what is going on inside. But the real economik of Delhi does not seem to be all that simple.
