reduction in the outlay on projects in the core sector including coal, power, steel, cement and fertilisers; in fact it has been suggested that the outlay on these projects might even be raised above the levels indicated in the Annual Plan. This is however, another instance of the kind of manipulations which appear to have marked the formulation of the Annual Plan. The fact seems to be that, even without allowing for the price rise during the year, the cost of core sector projects in coal, steel, non-ferrous metals, railways, power and fertilisers included in the Annual Plan have been underestimated to the tune of Rs 250 to Rs 300 crores.
