 democracies the world over pride themselves, last month's railway strike saw the use of the DIR and the MISA on a hitherto unprecedented scale to crush what was a perfectly legitimate trade union action by a section of government employees. In Bihair, to take another kind of example, Socialist party leaders, George Fernandes and Raj Narain, have been served with ex- temment orders under the DIR which forbid diem from entering the state. The government apparently feared that their presence would have strengthened the mass movement against the Congress ministry in the state. The irony is that virtually all the charges levelled against the Gafoor Ministry by the opposition parties who are part of this movement used to be voiced till the other day by members of the Congress party itself. Only weeks ago the most insistent demands for the removal of the Chief Minister came from within the ranks of ruling party MLAs. In any case, neither George Fernandes nor Raj Narain can be accused of working for violent overthrow of the political system; and as for Jayaprakash Narayan, his contribution to the agitation will in the end be seen to have only blunted the edge of mass dissatisfaction with the government and the ruling party.
