the scandal yielded interesting details about the involvement of both STC and customs officials. The CBI found several instances where the customs had cleared rags in violation of specific departmental instructions that wearable garments should be passed only after mutilation or under bond for mutilation. Of the 18 cases of preliminary enquiry gone through by the CBI, nine were made regular cases. The CBI recommended prosecution of one gazetted officer and one non-gazetted officer of the customs. It also recommended major penalties through departmental action against eight gazetted officers and one non-gazetted officer. It is not known whether these recommendations of the CBI have been carried out, but several customs officials were transferred away from Bombay, the major importing port for rags.
