 which is likely to cause much anxiety to the Japanese, appears to have cropped up at the Moscow talks. Originally, it had been proposed to construct an oil pipeline to transport oil from the Tyumen oilfields for shipment to Japan. Now, however, the Soviet Union has proposed the construction of a second Siberian railway line, to the north of the existing one, instead of the oil pipeline. The Soviet Union is pressing for Japanese assistance for the railway line which it wants to complete during its Tenth Five-Year Plan beginning in 1976.
