It is, therefore, for the govern ment to impose its writ over the jute interests in the country, and force them to purchase under official auspices a specified quantity of the raw fibre from across the border. If the government is unable to compel the private interests to buy from Bangladesh, it cannot escape the residual responsibility of making the purchases on its own. The myopic ones entrenched in the jute industry and trade could not perhaps cure less, but the government cannot escape its obligations.
