Congress dominance may be interrupted by an interregnum of decline and resultant instability; this in turn may be followed by the restoration of Congress dominance. Such a scenario of dominance-decline-chaos-restoration may become a recurrent pattern, throwing the system into periodic throes of uncertainty.
