This is the sixth and final article in the series discussing different aspects of financial relations bet- ween the Centre and the states in the context of the work of the Sixth Finance Commission, The first article (May 12) examined the scope of the Finance Commissions under the Constitution. It was pointed oat that the Constitution gives the Commissions the maximum freedom to operate in the areas under their purview.
