NEW DELHI-Frantic Search for Food Aid

THE take-over of wholesale trade in wheat has proved to be an even bigger flop than its critics had anticipated. Inevitably, the question has arisen whether trade in rice should now be taken over. From the political standpoint, it may be difficult for the government to formally abandon the takeover programme. But the government appears to have reached the conclusion that a "go slow" has become necessary and even desirable, Even Planning Minister D P Dhar, who till now was a staunch supporter of the policy of taking over the wholesale trade in foodgrains is beginning to wilt under the pressure.
