WEST BENGAL-The Peace Protocol

 AFTER the recent spurt of sanguinary clashes claiming more than a dozen lives, including that of a sitting MLA (a former Minister), a 22-point protocol for inner-party peace has been signed by 31 faction-chiefs of the Congress and their mediators. The apparently smooth passage of the protocol's formidable list dos and don'ts, through the motley crowd of state Congress bosses, senior ministers, and their young henchmen, was obviously clinched by New Delhi's firm threat that President's rule would be imposed if there was continued deterioration in the intra-Congress situation. At the same time, the ground for a partial defusing of the tension had been prepared by some subtle manoeuvre
