a few of the other members of the Consortium couId perhaps have been persuaded to make parallel gestures. With the Americans playing truant, the rest of the countries could hardly care less. Each is having plenty of intraand extra-mural problems to worry about, and providing assistance to India has long ceased to be an issue of glamour. Unless the international currency problems are first sorted out, assistance to the poor countries within the Consortium framework, it seems reasonably certain, would be kept going only at a minimum level of operations; about everybody among the so-called "fat cats' would be billing for time.
