Each is having plenty of intraand extra-mural problems to worry about, and providing assistance to India has long ceased to be an issue of glamour. Unless the international currency problems are first sorted out, assistance to the poor countries within the Consortium framework, it seems reasonably certain, would be kept going only at a minimum level of operations; about everybody among the so-called "fat cats' would be billing for time.
