Recognised dealers. who may be co-operatives or other suitable institutions, should make purchases in market yards or in bazars within the quantity limit fixed by the Collector of the receiving district or any officer nominated by him not below the rank of a Tahsildar." In other words, having helped the bagaitdars in every way to increase their grain production in the name of the drought and the failure of the Kharif harvest, the Maharashtra government is now proceeding, in the name of the critical food situation prevailing in the state, to enable them to realise extortionate prices for their hoarded grain. Sweet indeed are the uses of the drought and the food scarcity for the bagaitdars of Maharashtra.
