Bank Credit-Collapse of Economic Mana-gement

What 'success' constitutes may be gauged from the experience of the em- ergency rabi programme which is claimed to have yielded good results. The aggregate expenditure on the programme, according to official sources, has been as much as Rs 148 crores, and the resulting additional output of wheat in the current season is about 4 million tonnes. One would have thought, however, that even without an 'emergency' programme production or wheat should have normally gone up from 26 million tonnes last year to 30 million tonnes this year.
