Vol VIII No 19 THE regulation bravado notwithstanding, an undercurrent of concern is discernible in government about the progress in wheat procurement. Only in Punjab are things proceeding smoothly. Elsewhere, actual purchases are lagging considerably behind expectations. In Bihar, for example, as against a target of 000,000 tonnes, barely 600 tonnes had been procured till the end of April, The situation is worse in the minor wheat-producing states. Even in Haryana, the rate of public purchases is only marginally higher than it was last year.
