on production on coarse cloth should be raised, if necessary, and the burden unhesitatingly passed on to the pro- ducers and consumers of the expensive cloth varieties. If the duty on synthetic fibres and fabrics is high in relation to that on fine and superfine cotton fabrics, as the synthetic fibre producers claim, then the balance should be corrected by raising the duty on the latter.
