Bombs and Bluster

THERE is a brutish animality about US foreign policy tantrums which defies sane analysis. If one does not totally accept the hypothesis that the US military- industrial machine would be critically undermined without the impetus of an ongoing war in Vietnam, it is difficult to comprehend Nixon's sudden resumption of the blanket bombing of North Vietnam. The reasons behind the equally abrupt stoppage of the bombing above the twentieth parallel are also as baffling. Perhaps Nixon still fondly believes that if Hanoi's hand is twisted cruelly enough
