Vietnam Giving to Gain TH E deputy chief of the US delegation, who is a lower level negotiator, has called on the North Vietnamese and the NL F to consider the latest offer made by Thieu in Saigon a few days ago. The Thieu package calls for a prolonged Christmas truce, an exchange of prisoners, withdrawal of North Vietnamese frops from the South and direct talks between Saigon and the communists. The Americans have been trying to use Thieus supposed stubbornness as a means of excusing themselves from clarifying some of the issues they have chosen to cloud since they agreed to the draft peace accord in October, a few weeks before the November presidential election. It appears that in October, the US delegation had agreed on two points which it is now seeking to modify by tactics such as once again springing Thieu out of the box in which they could easily lock him, if they so chose. Hanoi and the NLF are not at all impressed by this particular lactic as they know full well that Thieu's only power base is in the US and even that is fast dwindling.
