in the factory sector in these three states was only 16 per cent of the total for the country. The western and southern regions have together appropriated 64 per cent of bank credit for small-scale industries outstanding as at the end of June 1972. Against this, Bihar, Madhya Pradesh and UP have got hardly 12 per cent. Their share in agricultural credit may appear to be slightly better (18.2 per cent), but much of it has very likely gone, not to farmers directly, but to 'sick' co-operatives and state electricity boards.
