quality and the prescription of acceptable air quality standards will only- mark the beginning of a very long and difficult road. It is not possible to control air quality directly. What can be monitored and controlled are the stack and other atmospheric discharges from different industries. It will be difficult to decide whose stack discharges are con- tributing how much to ambient air quality. It will be even more difficult to prescribe the stack discharge quality with which the industry must be made to comply. Such prescriptions must take into account the existing technology of the unit under consideration, and the cost and difficulty of incorporating devices for improving the quality of stack emissions. Certainly this work needs to be done, but for the moment the least we can do is to ensure that new industries, for whom it is relatively simple to incorporate pollution control devices, should be made to do so.
