Even the STC, ignoring its own culpability in the matter, had cautioned customs collectors about import of woollen goods disguised as rags. Considering how many heads will have to roll, one is sceptical that any effective action will be taken. At most, some minor official might be made the scapegoat and the whole matter hushed up.
