NEW DELHI From New Economics to Conventional Wisdom? AFTER a spate of reports that the Fifth Plan approach paper prepared by the Planning Commission under C Subramaniam would be drastically revised, the new Planning Minister D P Dhar left for Moscow and various other places. It is difficult to believe that, on his return, it would be possible to attempt any really serious revision of the approach document in less than a week. At best what may be expected is a little polishing up of the old document for the benefit of the ruling party's national conferences in the second week of October. These conferences are expected to be more lively than any in recent years, when whatever the leadership said was readily accepted and few questions were asked. Feeling inside the Congress as well as among the people at large has changed significantly in the last few months.
