all the essential items of mass consumption which are proposed to be brought within the system of public distribution and they are procured at reasonable prices from the producers, the public distribution system will actually contribute to the price spiral instead of holding the price line. This is precisely what has happened in the case of foodgrains, particularly wheat, and sugar in the last few years, though both wheat arid sugar production have shown significant improvements.
