Whatever the level at which the state government's proposed bill fixes the ceiling on agricultural land, it may be taken for granted that no surplus land would be available for redistribution among the landless, There has been so much of talk of lowering the ceiling on land that practically all the cultivators have transferred their lands not only to their kith and kin, but also to dependable friends and farm servants.
