NEW DELHI No Policy on Agricultural Prices WITH the exodus of Ministers and Members of Parliament from the capital the public debate of recent months on questions such as land ceilings and the approach to the Fifth Plan has been stilled. Among those who left New Delhi in a hurry were three Ministers, two of Cabinet rank and one a Minister of State, who thought that the presence 'of all three was essential at Stockholm for the conference on pollution, if only to tell the conference that the problems posed before it were of no particular importance or interest to this country at its present stage of development. Meanwhile, the tension in political and ministerial circles over a possible Cabinet reshuffle also evaporated as soon as the Prime Minister left for her foreign visits. The reshuffle is now not expected till after the Indo-Pakistan summit at Simla.
