Quantity without Quality One such Workshop was on Management Development in Banks. The Reserve Bank took up the recommendation of the Workshop that a Management Development Department should be established in every bank. In the context of traditional bank management, a degree of gentle persuasion on a continuing basis is necessary, but this is neither forthcoming from the Reserve Bank whose primary task is monetary control nor from NIBM which has conceived of its role as that of a consultant whose assistance has to be sought by banks.
