While the responsibility of the government for agricultural development programmes is clear enough and, under pressure of unsold stocks, even the fertiliser industry might be expected to make an extension and promotion effort of sorts, what is truly mystifying is the almost complete lack of interest that the industrial users of commercial crops like cotton, jute, and oilseeds, have shown in any programmes to modernise their cultivation
