gress in agriculture is the change in the physical conditions of farming and in the institutional infrastructure. Judged against the physical targets, the shortfalls are many. Production of nitrogenous fertilisers was 9.30 lakh tonnes in 1970-71 and is expected to go up to 18 lakh tonnes by 1973-74 as against the target of 25 lakh tonnes. Similarly, production of phosphatic fertilisers at 2.29 lakh tonnes in 1970-71 and at 4.58 lakh tonnes in 1973-74 would be much below the target of 9 lakh tonnes. In diesel engines, we may reach 60,000 by 1973-74 as compared to the target of 2 lakhs. The shortfall in construction of storage capacity is likely to be sizeable, the total construction of owned storage capacity being only about 18 lakh tonnes during the first two years of the Flan as against the target of 65 lakh tonnes for the five-year period. On the plus side, we are likely to achieve the targets of tractor manufacture, high-yielding varieties programme, multiple cropping, minor irrigation, soil conservation and manufacture of electric motors.
