For, almost every one of the 20 largest groups control at least one or two giants which in their respective industries are in a dominant or oligopolistic position. Thus the Commission could have, under its suo moto powers, taken up for investigation all the important cases that it has examined so fan such as Century and Gwalior Rayon, Hindalco, Telco, DCM, Dunlop and Vidyut Metallics, even if these units had not sought expansion licences and their cases had not been referred to it by the government.
