PAKISTAN Still the Best Indian (From a Correspondent) IT is a miracle, but President Bhutto still survives. He is clearly one of those people who thrive on catastrophe. The compounded' effects of economic slump, domestic class warfare, open regional conflict and national humiliation would have destroyed lesser men much earlier. The price of survival is constant movement. For even as he plugs one set of holes in his shaky craft, dozens more appear. Pakistan is a colander in stormy seas; to keep it afloat at all is Bhutto's miracle.
