at around 8-9 per cent, the only two approaches to the question of unemployment that are feasible are those currently adopted by the Planning Commission and the Government: the Planning Commission pretending to nurse so-called pilot projects while it waits for better and more adequate data to turn up and the Government airily promising crash programmes to provide instant full-employment.
