These hopes had led the CH to believe that it would be accepted by Congress(R) as a more or less full-Hedged election partner and that, besides, a certain number of Lelt- orientcd persons could be smuggled into the Congress(R)'s own list or candidates. It is entirely unlikely that these results would have followed even had the Prime Minister played the dominant role that the CPI had expected she would; but as it turned out she chose to leave things very much to the State leaders of the party
