aspirations of its various peoples, after the Second World War Yugoslavia was declared a federation of six republics by Tito. In the sixties, a great measure of economic and political decentralisation was granted to the republics under pressure from local Communist Party units. Decentralisation was also seen as a means of increasing productivity at every level including the factory shop- floor. Greater political freedom followed as the obvious partner to the decentralisation policies. Tito and his Party thought that they had opened a new chapter in the development of socialism and in the resolution of the problem of nationalities. The encouragement of greater productivity by such proven capitalist methods as bonus incentives and profit-sharing created a momentum of its own.
