November 27, 1971 Confusion and Contradictions (From a Correspondent) THE ordinance amending the Industries (Development and Regulation) Act is yet another example of our continuing faith in resolutions and amendments as .substitutes for policy and purposive executive action. The new measure has been justified on the ground that it would provide an effective answer to the continuing distress in a large nunnVr of industries, particularly in West Bengal, and to the large-scale unemployment* That it is unlikely to do anything of the sort comes as no surprise.
