Even in these countries, however, a temporary measure such as a wage-price freeze is difficult to administer in an equitable way. In the UK, for instance, it was found that where commodities were sold loose there was a tendency to raise prices by giving less for the same money- worth of purchase. In the USA, sales of vegetables, fish and similar raw articles have been exempted from the price-freeze.
