is one thing to point out defects in the criteria adopted by the Government or in the application of these criteria by the governmental machinery; to jump from this to the conclusion that the ceiling on royalty rates should be removed altogether and that Indian firms should be allowed "to pay what royalties they wish" is, however, hardly logical. It would have been more to the point if the study had indicated the fields in which more liberal royalty rates should be permitted.
