August 14, 1971 careful scrutiny it would be found that although the Constitution has been amended 24 times in the last 21 years, the bulk of the amendments have been of a formal nature or were required on the formation of new States. It is the First, the Fourth and the Seventeenth Amendments which have affected Fundamental Rights substantially and they were required to sustain agrarian reform. Further, it cannot be forgotten that Parliament represents the will of the people as much as did the Constituent Assembly.
