The White Paper is in fact as much a political document as an economic one and the political case for entry is thus argued at some length (if in equally imprecise terms). By joining the EEC the British would be helping build "a strong Europe on the foundations which the Six have laid". But whether these foundations are in fact the right ones is never examined.
