August 14, 1971 LUCKNOW Stake in Status Quo THE politics of Uttar Pradesh largely centre around maintaining the status quo and are thus responsible also for the economic stagnation of the State. The Government has no intention of altering the property relations in agriculture; and in industry, its actions are reduced without economic rationale to gestures favouring existing interests. For instance, under the slogan of 'take-over of 12 sugar mills', the Government proposes to pay the State's sugar magnates about Rs 4 crores and to acquire sub-marginal machinery. By holding out the threat of 'takeover of sugar industry' and 'ceiling on rural and urban property', the leaders of Government merely seek to control the industrialists and the kulaks and exact payment from them for the party.
