BIHAR Another Skirmish in the War of Castes POLITICAL change in Bihar has been on the whole a reflection of the struggle for power within the Congress party between Brahmins, supported by the Backward Castes, and different permutations and combinations of Kayasths, Bhumihars and Rajputs. It is possible to see that the fall of the Samyukta Vidha- yak Dal (SVD) Government and the installation of the Progressive Vidhayak Dal (PVD) Ministry in its place within this broad framework, though this may not be immediately obvious.
