WHILE C Subramaniam, as the new Planning Minister, has started off with a spate of statements and remarks about revising and reshaping the Fourth Plan to conform more closely to the election manifesto of the ruling party, the various Central ministries do not appear to have taken note of his presence in the Government as the boss for planning and supervision of plan implementation. They appear to be proceeding on the assumption that the shackles, if they may be so described, and the commitments that the existence of a plan imply, need not bother them and their work any longer.
