 danger is that this effort may become an alibi for again evading difficult problems, among them the problem of resource mobilisation. The implementation of the present Plan has been, of course, far from satisfactory. Even though the effort envisaged in the first two years of the plan was modest and fell short of the levels achieved towards the close of the Third Plan, performance in terms of outlay on development has lagged behind even what was planned. To that extent the first two years of the Plan have been in the nature of a continuation of the Plan holiday.
