The generally accepted formula for estimating production from new fertiliser units is somewhat as follows: 50 per cent of installed capacity in the first year after instal- lation, 75 per cent during the second year and 90 to 95 per cent in the third year. In fact, however, production as a proportion of installed capacity, taking both public and private sector plants, was only 53.2 per cent in 1969- 70. This was bad enough. But worse, during the first four months of the current year the level of production deteriorated to only 48.6 per cent of capacity.
